Freeze the layout before changing it
Photograph aisles, cages, cupboards, pipe routes, doors and the perimeter. Give each zone a simple code. Mark spills, damaged packaging, gnawing, textile damage or insects as separate observations without naming an occupier as the cause.
Decide which access the inspection needs. The useful first step may be clearing a narrow wall edge or service cupboard, not emptying the entire room. Keep private containers closed unless authorised and arrange notices, keys and attendance through the property’s normal process.
Sort into controlled destinations

For example, abandoned furniture blocks the rear wall while occupied cages are orderly. Clearing every cage first would create work without exposing the priority route. Resolve authority for the communal furniture, photograph its position, then inspect the newly accessible edge before filling it again.

Management controls notices, private property and waste. One action log should connect these roles without turning it into a liability decision.
After clearance, record what was visible, what remained inaccessible and how the new layout preserves future inspection. A tidy photograph is not an all-clear.
